1939 had been an amazing year for the industry, drawing in an 85 million people audience a week! The next few years however were difficult to say the least.
The reality that studio-produced films were gaining immediate screening in studio-owned theaters caused an uproar with independent theater owners, and 11,000 of them and federal trust laws ended this era of film. 11 war-torn countries banned english language films and limited the amount of profits that could be exported.
20th Century Fox and Warner Brothers looked for business in South America.
Smaller studios like Columbia and Universal found themselves producing low budget films; B-Westerns, thrillers, and musicals. These films were designed for double features and relied heavily on distribution guarantees.
Columbia found itself relying heavily on the consistent profits from the Stooges' short films, so they threw the reliable trio into 6 different scenes of this particular film.
